[ HLRB ADMINISTRATIVE ORDER NO. 01, S. 1995, January 26, 1995 ]

BOARD RESOLUTION NO. 561 - APPROVING THE GUIDELINES FOR THE REVIEW AND APPROVAL OF COMPREHENSIVE LAND USE PLANS



In its 219th regular meeting on 21 November 1994 the Board of Commissioners adopted the subject Resolution which is hereunder cited verbatim:

"WHEREAS, Executive Order No. 72 sets forth in details the delineation of responsibilities of the LGUs and the various government agencies, specifically the HLRB, in the formulation, updating, review, approval, and implementation of a comprehensive land use plan pursuant to RA 7160, also known as the Local Government Code of 1991 (LGC);

"WHEREAS, Section 2 of the Said Executive Order specifies the agencies and other instrumentalities that shall perform the review and approval of comprehensive land use plans of provinces, highly-urbanized cities and component cities and municipalities, and cities and municipalities of Metro Manila;

"WHEREAS, in view of the number of agencies and instrumentalities mandated to take part in the review and approval process there is a need for guidelines that specify the role and function of each party to ensure an orderly and expeditious approval system;

"WHEREAS, prior to the enactment of RA 7160, HLRB had the mandate of reviewing and approving local land use plans and zoning ordinances and has, therefore, the knowledge and expertise in plan review and approval;

"WHEREAS, in pursuit of its mandate of providing technical assistance, planning guidelines and standards, it has formulated Guidelines for the Review and Approval of Comprehensive Land Use Plans;

"WHEREFORE, be it RESOLVED as it is hereby RESOLVED that the guidelines for the Review and Approval of CLUPs of:

1. Highly Urbanized Cities and Independent Component Cities;

2. Component Cities and Municipalities; and

3. Cities and Municipalities of Metro Manila hereby attached as Annexes* A, B, and C, respectively be approved as they are hereby approved."
