[ PRC BOARD OF NURSING RESOLUTION NO. 18, S. 2010, July 27, 2010 ]

ADOPTING THE BOARD OF NURSING LICENSURE EXAMINATION “NURSING MANAGEMENT INFORMATION SYSTEM (NMIS) – ON-LINE APPLICATION PROGRAM (OLAP)” AND PROVIDING THE NECESSARY FRAMEWORK AND MECHANISMS TOWARDS MERGING INTO THE OVER-ALL LICENSURE EXAMINATION AND REGISTRATION INTEGRATION SYSTEM (LERIS) OF THE PROFESSIONAL REGULATION COMMISSION



WHEREAS, by virtue of Republic Act No. 9173, known as the “Philippine Nursing Act of 2002”, one major function of the Board of Nursing is the “conduct of licensure examination for nurses [Article III, Section 9 (a)]”;

WHEREAS, in the performance of the above BOARD function the same law prescribes that “all applicants for license to practice nursing shall be required to pass a written examination xxx Provided, That it shall be in accordance with Republic Act No. 8981, otherwise known as the PRC Modernization Act of 2000” [Article IV, Section 12]”; and

WHEREAS, Republic Act No. 8981 or the “PRC Modernization Act of 2000,” Section 7 (c), (f), (g), (q), and (y) on the Powers, Functions and Responsibilities of the Commission explicitly provides, to wit:

“(c) To administer and conduct the licensure examination of the various regulatory board in accordance with the rules and regulations promulgated by the Commission xxx; and adopt measures to preserve the integrity and inviolability of licensure examinations, xxx

(f) To have custody of all the records of the various Boards, including examination papers, xxx

(g) To determine and fix the amount of fees to be charged and collected for examination, registration, xxx

(q) To implement the program for the FULL COMPUTERIZATION of all licensure examinations given by the various professional regulatory boards INCLUDING REGISTRATION of professionals not later than 2003 and other operations of the Commission; and

(y) To perform such other functions and duties as may be necessary to carry out the provisions of this Act, the various professional regulatory laws, decrees, executive orders and other administrative issuances.”

WHEREAS, an unprecedented volume of 95,000 nurse licensure examinees trooped to PRC Central and Regional Offices all around the country to file their applications in November 2009 and is steadily increasing;

WHEREAS, the Board, in anticipation of a similar occurrence submitted to the Commission in 2006 a proposal called the NURSING MANAGEMENT INFORMATION SYSTEM – ON-LINE APPLICATION PROGRAM (NMIS-OLAP) that shall complement the LERIS Program of the Commission;

WHEREAS, the adoption and implementation of the NMIS-OLAP can greatly help ease and facilitate the filing of nurse licensure examination applicants which will decongest and remove the long lines on all PRC, NCR and Regional Offices and ultimately reduce the need for PRC satellite application sites in the future;

WHEREFORE, in view of the foregoing, this BOARD Resolves, as it hereby Resolve:

  1. to adopt the “NURSING MANAGEMENT INFORMATION SYSTEM – ON-LINE APPLICATION PROGRAM (OLAP) for the Nurse Licensure Examination (NLE)”;

  2. to create a Committee composed of representatives from the Board of Nursing, ICT Division, Application Division, Rating Division, Legal Division and other Divisions concerned to formulate the Implementing Rules and Regulations taking into account measures for integration and merging of vital processes and information generated out of the NMIS-OLAP based on the Data Processing and Sharing Framework”;

  3. to monitor and evaluate procedures for the security and reliability of the new system:

    RESOLVED, FURTHERMORE, that this Resolution shall take effect fifteen (15) days following its complete and full publication in the Official Gazette or in any major daily newspaper of national circulation in the Philippines.

Let copies hereof be furnished to all concerned agencies and organizations for their information, dissemination, and implementation.
