[ PRC RESOLUTION NO. 2005-286, June 21, 2005 ]

REPEAL OF RESOLUTION NO. 04-248, SERIES OF 2004, LIFTING FOR THE PURPOSE THE SUSPENSION OF IMPLEMENTING OF RESOLUTION NO. 2004-200, SERIES OF 2004, REQUIRING APPLICANTS IN THE LICENSURE EXAMINATIONS TO SUBMIT TRANSCRIPT OF RECORDS WITH SCANNED PICTURE AND WITH REMARKS "FOR BOARD EXAMINATION PURPOSES ONLY"



WHEREAS, on 24 March 2004, the Commission came out with Resolution No. 2004-200, series of 2004, entitled Requiring Applicants in Licensure Examinations To Submit Transcript of Records with Scanned Pictures and with Remarks "FOR BOARD EXAMINATION PURPOSES ONLY";

WHEREAS, as can be gleaned from the title itself, the said Resolution provide for two requirements (among others), before an applicant may be allowed to sit in and take licensure examination, to wit; that the applicant must submit Transcript of Records (TOR) with (1) scanned picture and (2) with remarks "For Board Examination Purposes Only";

WHEREAS, on 05 November 2004, the Commission promulgated another resolution (Resolution No. 04-248, Series of 2004), providing for suspension of the implementation of Resolution No. 2004-200, Series of 2004;

WHEREAS, the latter Resolution is premised on the fact that, "in many cases, the applicants with no scanned picture on their transcript of records are duped into paying exorbitant amount to unscrupulous individuals outside the premises of the Commission just to comply with the requirements of the Commission. Since not all applicants can comply, the purpose of the resolution is defeated when they have to resort to other establishments to add their scanned pictures to the reproduced transcript of records, imposing upon them the burden of added costs, a longer process of application and anxiety.";

WHEREAS, the Commission recognized in the latter Resolution the fact that not all schools and educational institutions have equipment for scanning and therefore, ample time is to be given to them to comply with the "scanned picture requirement";

WHEREAS, the Commission have given sufficient time and opportunity for the said schools and educational institutions to comply with the requirements of Resolution No. 2004-200, series of 2004;

WHEREAS, there is a need to fully and strictly implement Resolution No. 2004-200, Series of 2004 as this is designed to add security features on the Official transcript of records. Further, this is an anti-fraud measure to validate transcript of records and ultimately, to uphold the goal of the Commission in preserving the integrity of licensure documentation;

WHEREFORE, the Commission RESOLVES, as it is hereby RESOLVED to REPEAL Resolution No. 04-248, Series of 2004, thereby LIFTING the suspension of implementation of Resolution No. 2004-200, Series of 2004;

FURTHER, RESOLVED, that all concerned shall observe strict and immediate implementation of Resolution No. 2004-200, series of 2004;

FINALLY RESOLVED, that this Resolution upon approval shall take effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation, whichever date comes first.

Let copies of this Resolution be furnished to all schools, colleges or universities, public or private, offering courses for licensure examinations and accredited professional organizations for their information and guidance.
