[ TESDA RESOLUTION NO. 2010-15, November 25, 2010 ]
APPROVING AND PROMULGATING THE TRAINING REGULATIONS FOR LINE CONSTRUCTION (ELECTRIC POWER DISTRIBUTION) NCII*
WHEREAS, Section 14 (b) of Republic Act No. 7796 mandates that TESDA shall develop and establish a national system of skills standardization, testing and certification and conduct research and development on various occupational areas in order to recommend policies, rules and regulations to effective and efficient skills standardization, testing and certification system in the country;
WHEREAS, in the 55th TESDA Board Meeting on 20 April 2007 at 1:00 pm., the TESDA Board considered and approved the prioritization of the High Voltage Cable Installation and Operation Qualification;
WHEREAS, as a result of subsequent meetings with utilities industry sector partners, it was clarified that the high voltage cable installation and operation would encompass both electric power transmission covered by the National Transmission Corporation (Transco) and electric power distribution covered by Meralco and Electric Power Cooperatives;
WHEREAS, industry experts, partners and the National Electrification Administration/ Meralco (MMLDC) have drafted the Training Regulations for Line Construction (Electric Power Distribution) NCII with the technical assistance of the Qualification and Standards Office (QSO) of TESDA and endorsed the same for TESDA Board approval;
WHEREAS, in the 43rd Standard Setting and Systems Development (SSSD)- TESDA Board-TESDA Secretariat Consultation Meeting on 23 November 2010 at 2:00 p.m., the aforementioned Training Regulations for Line Construction (Electric Power Distribution) NCII were deliberated and favorably recommended to the EXCOM-TESDA Board for consideration;
WHEREAS, in the 74th EXCOM-TESDA Board Meeting on 24 November 2010 at 2:00 p.m., the EXCOM-TESDA Board agreed to recommend for approval the Training Regulations for Line Construction (Electric Power Distribution) NCII;
WHEREAS, in the 76th TESDA Board Meeting on 25 November 2010 at 2:00 p.m., the TESDA Board considered and approved the Training Regulations for Line Construction (Electric Power Distribution) NCII;
NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the TESDA Board in its meeting today, 25 November 2010 at 2:00 p.m., approves and shall cause to be promulgated the aforementioned Training Regulations for Line Construction (Electric Power Distribution) NCII;
BE IT RESOLVED FINALLY, that copies of this Resolution and Training Regulations be published and disseminated to all concerned, and the same shall be effective fifteen (15) days upon publication. All programs registered under these training regulations must comply with the requirements of the aforementioned training regulations. Graduated of TVET courses covered by the aforementioned training regulations shall be required to undergo mandatory assessment under the national assessment and certification program
