[ TESDA RESOLUTION NO. 2010-20, November 25, 2010 ]

PRIORITIZATION OF TWO (2) QUALIFICATION TITLES FOR TRAINING REGULATIONS (TRS) DEVELOPMENT-FASHION DESIGN AND RESPIRATORY THERAPY SERVICES



WHEREAS, Section 14 (b) of Republic Act No. 7796 mandates that TESDA shall develop and establish a national system of skills standardization, testing and certification and conduct research and development on various occupational areas in order to recommend policies, rules and regulations to effective and efficient skills standardization, testing and certification system in the country;

WHEREAS, in the 43rd Standards Setting and Systems Development TESDA Board-TESDA Secretariat Consultation Meeting on 23 November 2010 at 2:00 p.m., the body recommended to focus the efforts and resources of the TESDA on priority qualifications identified by the partner industry bodies and associations on the basis of:

1. Priority needs of the industry sector;
2. Nationwide application in terms of public interest/welfare;
3. Employment generation and investment opportunities; and
4. The criteria for skills standardization and certification, to wit:

> Requires education and training;
> Performance of the competency affects and endangers people’s lives and limbs; and
> Competency involves the handling of complex equipment, tools and supplies

WHEREAS, the industry experts, partners and the Fashion Design Association of the Philippines (FDAP) and the Association Respiratory Care Practitioners of the Philippines (ARCPP) with the technical assistance of the Qualification and Standards Office (QSO) of TESDA have made and endorsed to the TESDA Board to prioritize the Fashion Design and Respiratory Therapy Services for Training Regulations development;

WHEREAS, in the 43rd Standards Setting and Systems Development-TESDA Board- TESDA Secretariat Consultation Meeting on 23 November 2010 at 2:00 p.m., the body recommended the prioritization of two (2) Qualification Titles for Training Regulations Development namely: Fashion Design, and Respiratory-Therapy Services;

WHEREAS, in the 74th EXCOM-TESDA Boiard Meeting on 24 November 2010 at 2:00 p.m., the EXCOM-TESDA Board endorsed favorably the prioritization of the two (2) aforementioned quaification titles for training regulations development for consideration adn approval by the TESDA Board;

WHEREAS, in the 76th EXCOM-TESDA Board Meeting on 24 November 2010 at 2:00 p.m., the TESDA Board considered and approved the prioritization of the two (2) aforementioned qualification titles for training regulations development;

NOW, THEREFORE, BE IT RESOLVED, AS IT HEREBY RESOLVED, that the TESDA Board in its meeting today, 25th November 2010 at 1:00 p.m., approves and shall cause to be prioritized the aforementioned qualification titles for Training Regulations development namely: Fashion Design and Respiratory-Therapy Services;

BE IT RESOLVED FINALLY, that copies of this Resolution be disseminated to the concerned offices for their information and guidance.
