UV EXPRESS SERVICE MARKINGS



The Board hereby resolved to consolidate, amend and modify Memorandum Circulars No. 2007-007 and No. 2007-029, dated February 13, 2007 and May 11, 2007, respectively to reflect recent developments and reflect the true intent of the AUV/VAN Express Program as per DOTC Department Order No. 2004-52 and several circulars and issuances subsequent thereto relative to color scheme and markings. The markings shall be mandatorily required and/or enforced nationwide.

  1. The “WHITE” color scheme required under the program shall be mandatorily enforced nationwide. Use of unit(s) bearing different color after the grant of Franchise/CPC shall be a sufficient ground for the recall/cancellation of Franchise/CPC for the unit involved and perpetual disqualification of the Operator to apply for any PUV Franchise/CPC.

  2. PUV Express units authorized under franchise granted from the effectivity of this MC shall, henceforth, bear the following markings:
b.1 At the upper portion of the windshield
•  “UV Express Service” (4” height); and
•  Authorized route (2” in ht.)

b.2 At the middle portion of both sides of the unit
•  “UV Express Service” (6.25” in ht.); and
•  Authorized route (2” in ht.)

b.3 At the rear portion of both sides of the unit
•  Plate Number (4” in ht.);
•  Name of Operator (2” in ht.);
•  Case Number (2” in ht.); and
•  Authorized number of passengers (2” in ht.);

b.4 At the back portion of the unit
•  Operator’s contact number (2” in ht.); and
•  LTFRB hotline number (2” in ht.)
All units under the AUV-Van Express/Point to Point (P2P)/Garage to Terminal (GT) Express Program which already bear the previous required markings shall still be considered as having complied with this Memorandum Circular. However, prior to the confirmation of the unit by year 2011, the unit shall be subject to inspection and the new required markings set forth above should be complied with.

Failure to comply with the required markings shall be penalized with a fine of Three Thousand Five Hundred Pesos (P3,500.00) and shall cause the non-confirmation of subject unit until compliance herewith.

This Memorandum Circular supersedes and amends all issuances inconsistent herewith and shall take effect after fifteen (15) days from its publication in the Official Gazette or in a newspaper of general circulation in the Philippines. Three (3) copies thereof are directed to be submitted to the UP Law Center for record purposes, pursuant to Presidential Memorandum Circular No. 11, dated Oct. 9, 1992.
