CROWD/CRISIS MANAGEMENT AND HUMAN BEHAVIOR TRAINING ON PASSENGER AND RO-RO PASSENGER SHIPS AND TRAINING ON DECK AND ENGINE WATCHKEEPING



Pursuant to Presidential Decree 474, Section 13-Paragraph C and to supplement DOTC Department Order 2001-49 dated 13 December 2002 requiring Recurrency Training on Collision Regulation (COLREG) and Safe Navigation (SAFENAV) for Masters, Chief Mates and Ratings Onboard Ships Engaged in the Domestic Trade, and to complement Memorandum Circulars Nos. 171 and 173, the Maritime Industry Authority (MARINA) as the Administration, hereby prescribes additional training courses/programs and relevant rules and regulations as follows:

1.      Effective 31 December 2002, Crowd/Crisis Management and Human Behavior Training on Passenger and Ro-Ro Passenger ships shall be required for all officers, ratings and crew and for personnel providing direct services to passengers on passenger spaces.

2.      Not later than 31 December 2002, ratings shall have undergone deck and engine watchkeeping training, as appropriate.

3.      The trainings abovementioned shall be conducted by duly accredited MARINA training organizations, centers, entities, institutions or schools.

4.      Certificates of completion of said training/s issued by MARINA accredited training organizations, centers, etc., shall be authenticated by this Authority for a minimal fee of twenty-five pesos (P25.00) per certificate.

5.      Holders of valid 1995 STCW Certificates shall not be required to undergo the above-described training/s provided such certificate holders already possess similar or equivalent training documents.

6.      Non-compliance with the foregoing provisions shall be subject to sanctions prescribed under the Public Service Act, as amended, the Philippine Merchant Marine Rules and Regulations and pertinent MARINA Memorandum Circulars.

The necessary amendment shall be submitted to the MARINA Board for approval.
