REITERATION OF MORATORIUM ON THE APPLICATIONS/PETITIONS FOR THE ISSUANCE OF CERTIFICATES OF PUBLIC CONVENIENCE AND EXCEPTIONS THERETO



On November 17, 2003, this Board has issued Memorandum Circular 2003-028, Re: NATIONWIDE MORATORIUM ON THE ACCEPTANCE OF NEW APPLICATIONS/ PETITIONS FOR THE ISSUANCE OF A CERTIFICATE OF PUBLIC CONVENIENCE EXCEPT TRUCK FOR HIRE SERVICE.

However, subsequent Memorandum Circulars were issued by this Board excepting other types of Services from the aforesaid moratorium.

In view thereof, and in order to clarify the said moratorium policy, this Board hereby reiterates the NATIONWIDE MORATORIUM ON THE ACCEPTANCE OF NEW APPLICATIONS/PETITIONS FOR THE ISSUANCE OF A CERTIFICATE OF PUBLIC CONVENIENCE. The moratorium likewise covers Application for “Colorum” Legalization for PUJ Services covering routes affecting National Capital Region, Regions III and IV.

This Memorandum Circular amends and supersedes all issuances inconsistent herewith, and shall take effect fifteen (15) days following its publication in a newspaper of general circulation. Three (3) copies hereof shall be furnished the UP Law Center in accordance with Presidential Memorandum Circular No. 11 dated October 9, 1992.
