[ PRC BOARD OF NURSING RESOLUTION NO. 112, S. 2005, May 27, 2005 ]

A RESOLUTION ADOPTING AND PROMULGATING THE COMPETENCY STANDARDS FOR NURSING PRACTICE IN THE PHILIPPINES



WHEREAS, the Board of Nursing is empowered to "Monitor and enforce quality standards of nursing practice in the Philippines and exercise the powers necessary to ensure the maintenance of efficient, ethical and technical, moral and professional standards in the practice of nursing  taking into account the health needs of the nation" (Sec. 9, (c), Art. III of R.A. No. 9173, known as the "Philippine Nursing Act of 2002"), (Underscorings supplied);

WHEREAS, the Board is likewise mandated to "Prescribe, adopt, issue and promulgate guidelines, regulations, measures, and decisions as may be necessary for the improvement of nursing practice, advancement of the profession and for the proper and full enforcement of this Act (R.A. No. 9173) subject to the review and approval by the Commission" (Sec. 9 (h), Art. III of supra law) (Underscorings supplied);

WHEREAS, pursuant to the afore-quoted powers, the Board --- in collaboration with the Commission on Higher Education (CHED), the Accredited Professional Organization of Registered Nurses (RNs) (Philippine Nurses Association, Inc.), and various nursing interest groups - developed in 2001 the Core Competency Standards for Nursing Practice;

WHEREAS, the foregoing measure embodies the skills, attitudes, and competencies expected of a beginning professional nurse;

WHEREAS, the Competency Standards for Nursing Practice was presented during the Annual Convention of the Western Pacific-Southeast Asian Regions (WP-SEAR) Regulatory Authorities held on November 23-26, 2002 in Hongkong; the Summer Convention of the Association of Deans of Philippine Colleges of Nursing held on April 28 & 29, 2003 in Baguio City; and the Annual Convention of the Philippine Nurses Association, Inc. on October 27-29, 2004 in Manila; and

WHEREAS, this professional regulatory measure is designed to improve further the quality standards of nursing practice in the Philippines and to ensure the global competitiveness of the Philippine Registered Nurses (RNs);

NOW, THEREFORE, the Board hereby RESOLVED, as it now resolves, to adopt, issue, and promulgate the "Competency Standards for Nursing Practice in the Philippines", (Annex "A"*) an integral part of the herein Resolution; and, accordingly, to direct the utilization of this measure as the framework for:

    1. the development of Instructional Standards in the Curriculum,
    2. the formulation of course syllabi and questions in the Integrated Comprehensive Nurse Licensure Examinations (ICNLE), and
    3. the development of standards and performance evaluation in the practice of nursing.

Further, Resolved, this Resolution shall take effect after fifteen (15) days following the full and complete publication thereof in the Official Gazette or any newspaper of general circulation.

Furthermore, Resolved, copies hereof be widely disseminated to all concerned through the Board and Commission, the Commission on Higher Education (CHED), the Philippine Nurses Association, Inc. (PNA), and other interest groups.
