TRANSFER OF SHIP SECURITY OFFICER (SSO) ACCREDITATION FUNCTIONS TO THE MARITIME TRAINING COUNCIL (MTC)



Notice is hereby given that in view of the addition of Regulation VI/5, entitled “Mandatory Minimum Requirements for the Issuance of Certificate of Proficiency for Ship Security Officer”, to Chapter VI of the 1978 STCW Convention, and the issuance of Resolution 10, series of 2009, “Accreditation of Training Program for Ship Security Officer (SSO) under Regulation VI/5 of the 1978 STCW Convention, as Amended”, by the Maritime Training Council (MTC) which was unanimously approved by the Council Members, the MARINA, effective 02 November 2009, ceased from accrediting and re-accrediting training providers intending to offer Ship Security Officer course as authorized by MARINA Memorandum Circular 185.

Likewise, it is informed that effective immediately, submission of Reportorial Requirements and other concerns that may arise relative to the offering of the SSO training program by training providers with valid accreditation from MARINA shall be transferred / referred to the MTC.

As stipulated in MTC’s Resolution 10, series of 2009, “Training providers with existing accreditation shall continue to conduct training in SSO until the date of expiration.”(Item 2) and that, “All SSO training certificates issued by MARINA-accredited training providers during the validity of its operation shall be accepted by the National Assessment Center(NAC) for the issuance of Certificate of Proficiency within five(5) years from the date of issuance.”(Item 3)

Training providers with expired accreditations are advised to immediately cease from conducting SSO trainings and secure the required accreditation from the MTC to continually enjoy the Philippine Government recognition.
