DECLARING THE LIST OF NOTIFIABLE ANIMAL DISEASES

WHEREAS, transboundary animal diseases pose real dangers to food security and the animal industry by threatening animal and public health, compromising food safety and security, and hampering international and local trade;

WHEREAS, global competitiveness of our exports and harnessing our full potential for trade are important because of our Foot-and-mouth disease (FMD) and Avian Influenza (AI) free status;

WHEREAS, the World Organisation for Animal Health (OIE) recently posted the OIE LISTED DISEASES in its website;

WHEREAS, member countries of the OIE are required to report to the OIE the occurrence of the diseases in the said list;

WHEREAS, the Bureau of Animal Industry (BAI) is the lead agency on animal health, particularly the prevention, control and eradication of animal diseases;

WHEREAS, the BAI collects the information on reported diseases for official transmittal by the Chief Veterinary Officer (CVO) of the country of this information to the OIE;

NOW, THEREFORE, I, PROCESO J. ALCALA, Secretary of Agriculture, pursuant to Republic Act 8435 or the Agriculture and Fisheries Modernization Act (AFMA) of 1997, Section 6, Chapter 1, and Section 18, Chapter 4 of Title IV, Book IV of Executive Order 292 (Administrative Code of 1987), Section 5 of Act No. 3639 (BAI Quarantine Powers), and Articles 6 and 7 of the Consumer Act of the Philippines, and in accordance to the OIE LISTED DISEASES, do hereby issue this Order declaring the following List of notifiable diseases and that the occurrence of any of these diseases should be reported to the BAI director for proper investigation, diagnosis and control.

Further, the BAI is directed to provide necessary issuances and implementing guidelines to concerned offices under the department of Agriculture and its attached agencies in the national and regional level, including enjoining the assistance of veterinarians in the Local Government Units (LGUs) to report outbreaks or occurrence of these notifiable diseases in their respective areas of jurisdiction to the CVO.

This Order shall take effect immediately.
