MAXIMUM RATES TO BE CHARGED FOR BLOOD FOR TRANSFUSION AND ITS PRODUCTS
In accordance with Sec. 4, R.A. 1517 (Blood Bank Law), Section 14.2 of the Administrative Order No. 57, s. 1989, known as "Revised Rules and Regulations Governing the Collection, Processing and Provision of Human Blood and the Establishment and Operation of Blood Banks" provides the following:
1. The provision of blood for transfusion is a medical service, not the sale of a commodity, and shall be rendered as a non-profit service (Sec. 4, R. A. 1517).
2. The costs for providing blood or its components shall be reimbursed to the blood bank, hospital or other institution rendering the service whenever the recipient or his family can afford.
3. The processing and therapeutic use of blood components shall be encouraged by a rate structure that provides the division of costs among all components that are prepared from a unit of blood.
4. The fees charged shall be based on the average of the actual costs including expenses for recruiting of donors, collection, processing, storing and transportation of blood with reasonable allowance for spoilage and professional service rendered (Sec. 14, A. O. 57, s. 1989; Sec. 5, R. A. 1517).
SECTION 2. The maximum rates for whole blood and its components are prescribed as follows:
SECTION 3. These maximum rates shall be charged by all Blood Banks, both hospital and non-hospital, in their usual transactions with hospitals and pay patients. Under justifiable circumstances, blood banks and hospitals may be allowed to charge rates other than those prescribed upon written application and express approval of the Bureau of Research and Laboratories.
SECTION 4. Government hospitals and the Philippine National Red Cross may charge lower rates for the indigent and service patients.
SECTION 5. The provision of other laboratory examinations not mandated above or other service (such as transporting outside city limits, crossmatching, etc.) may be charged separately in the bill for services.
SECTION 6. Rates for other blood components not specified above shall be subject to approval by the Bureau of Research and Laboratories.
SECTION 7. This Bureau Order shall modify or supersede all previous issuances inconsistent with the provisions of this Order including A.O. No. 116, s. 1985 (Blood Bank Rates).
SECTION 8. This Order shall be effective 14 days after publication in a newspaper of general circulation.

"The Bureau of Research and Laboratories shall prescribe from time to time the maximum rates of blood and its products in consultation with the appropriate professional societies".SECTION 1. 2. The costs for providing blood or its components shall be reimbursed to the blood bank, hospital or other institution rendering the service whenever the recipient or his family can afford.

These rates for all blood types (ABO) shall include charges for ABO grouping, test for hemoglobin content, screening for malaria, syphilis, HBsAg and HIV antibody.
Whole Blood - P400.00 Packed RBC - P450.00 Fresh Frozen Plasma - P300.00 Plasma (Liquid or Frozen) - P250.00 Platelet Rich Plasma - P400.00 Platelet Concentrate - P500.00 Cryoprecipitate - P600.00 Washed RBC - P600.00 Leucocyte poor RBC - P600.00 Rh negative blood - P 50.00 additional
