[ NTC MEMORANDUM CIRCULAR NO. 13-09-2002, September 30, 2002 ]

AMENDING MEMORANDUM CIRCULAR NO. 01-01-2002 ON THE MANDATORY INSTALLATION OF NAVTEX RECEIVER AND SATELLITE EPIRB TO CERTAIN CATEGORIES OF PHILIPPINE REGISTERED VESSELS ENGAGED IN THE COASTWISE TRADE



In the interest of public service and in consonance with the agreements reached during the sub-committee meetings conducted by the Commission, sections II and IV of Memorandum Circular No. 01-01-2002 dated 14 January 2002 are hereby amended as follows:

II   SCOPE/COVERAGE

The following Philippine vessels engaged in the coastwise trade are required to be equipped with the NAVTEX Receiver and Satellite EPIRB navigational equipments:

2.1    Passenger and General Cargo Vessels of 150 G.T. and above;

2.2    Tankers and High Speed Crafts;

2.3    Fishing Vessels of 250 G.T. and above; and

2.4    Tugboats and Barges operating coastwise.

IV.            DATE OF MANDATORY COMPLIANCE

All vessels referred to in this circular is mandated to comply with the installation and maintenance at all times commencing from the hereunder specified dates:

4.1    Installation of the Satellite EPIRB — on or before 31 October 2002

4.2    Installation of the NAVTEX Receiver — on or before 31 December 2002

This circular takes effect fifteen (15) days after publication in a newspaper of general circulation and three (3) certified copies furnished the UP Law Center.
