(NAR) VOL. 10 NO. 4 / OCTOBER - DECEMBER 1999

[ CSC MEMORANDUM CIRCULAR NO. 23 S. 1999, October 25, 1999 ]

EMPLOYMENT OF QUALIFIED PERSONS WITH DISABILITIES (PWDS)

The passage of Republic Act No. 7277 or the Magna Carta for Disabled Persons in March 1992 paved the way for the full participation and total integration of PWDs or persons with disabilities into the mainstream of society.

The said law provides, among others, that persons with disabilities should have equal rights as other members of society. Opportunities available for able-bodied members of society in developing their skills and potentials must also be extended to persons with disabilities. In the same manner, the basic services of the government must be equally accessible to PWDs.

In support of R.A. 7277, the CSC hereby directs all government agencies to provide employment opportunities to qualified PWDs or persons with disabilities in their respective agencies.

It is understood that in the hiring of personnel, including PWDs, agencies shall take into account recently issued executive and administrative orders on the filling up of vacant positions in government.
