(NAR) VOL. 21 NO.1/ JANUARY - MARCH 2010

[ OWWA MEMORANDUM CIRCULAR NO. 001, S. OF 2009, December 23, 2009 ]

PDOS POLICIES

As part of OWWA’s efforts to strengthen PDOS and based on the agreements with the PDOS Providers from the non-government organizations (NGOs), industry associations (IAs) and country specific providers (CSPs) during its consultative meeting last December 16, 2009, the following rules, guidelines and sanctions of PDOS are hereby instituted.

It is the policy of the PDOS that rebates, refund, commission and similar arrangements are strictly prohibited as these would encourage corruption and commercialization of the PDOS and debase the very institution of the program.

A PDOS certificate shall be given only to OFWs who attended the Pre-Departure Orientation Seminar. Thus, issuance of non-appearance certificate is strictly prescribed.

After due process and hearing, any PDOS provider proven to be violating the abovementioned policies shall result to cancellation of its accreditation.

For strict compliance.
