[ POEA MEMORANDUM CIRCULAR NO. 07 s. 1993, March 02, 1993 ]

NAME HIRING UNDER THE SPECIAL HIRING PROGRAM FOR TAIWAN



Pursuant to Department Order No. 6, (Series of 1993) and consistent with the thrust of the Special Hiring Program for Taiwan to maximize Philippine share in the job opportunities offered by the Taiwan government to foreign manpower, name hiring of domestic helpers/caretakers and other skills through the POEA name hire facility shall be allowed. Companies/Industries can name hire up to maximum of FIVE workers.  Request for manpower in excess of FIVE shall require accreditation of the employer/principal and processing of employment documents through the private sector.

1.  Name hiring of domestic helpers/caretakers shall be allowed under the following circumstances:
  1. hiring by members of the diplomatic corps in Taiwan;

  2. hiring by high-ranking officials of the government of Taiwan;

  3. hiring of those who have worked illegally and have availed of the country's amnesty program and are being hired by anew employer.
2.      The following shall be the documentary requirements for processing of name hires:
  1. Individual employment contract verified by the Philippine Labor Center (PLC).

  2. Council of Labor Affairs (CLA) approval verified by the PLC;

  3. Valid contract worker passport;
3.      Upon submission of the above, the worker shall be referred for Pre-Departure Orientation Seminar (PDOS) and for medical examination by the hospitals accredited for Taiwan.

4.      An Overseas Employment Certificate (OEC) shall be issued by POEA to the worker. The OEC is a requirement for visa application at the Taipei Economic and Cultural Office (TECO).

5.      Upon departure, the POEA Labor Assistance Center (LAC) shall check the employment contract, OEC, visa and PDOS certificate.

This Order shall take effect 15, days after publication
