GUIDELINES GOVERNING THE EXIT POINT OF 4YO AND ABOVE RACEHORSES
WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races as provided in Presidential Decree No. 420;
WHEREAS, the Philracom has determined the necessity of coming up with an exit point for all 4 year old and above horses that have not won any Class Division;
WHEREAS, the Philracom has conceptualized a set of guidelines for the exit point of 4 year olds and above racehorses that have not won any class division based on the horses’ earnings, as follows:

NOW THEREFORE, the Philracom resolves, as it hereby resolved, to adopt the foregoing Guidelines that shall govern the exit point of 4 year olds and above racehorses that have not won any class division based on the horses’ earnings.
RESOLVED FURTHER, that copies of the attached guidelines be furnished to all the parties concerned for their proper guidance.

WHEREAS, the Philracom has determined the necessity of coming up with an exit point for all 4 year old and above horses that have not won any Class Division;
WHEREAS, the Philracom has conceptualized a set of guidelines for the exit point of 4 year olds and above racehorses that have not won any class division based on the horses’ earnings, as follows:
- The guidelines are retroactive for those racehorses belonging to the Class Division that have not yet won in any Class Division race.
- Winners of a Class Division race will retain their present groups.
- If the racehorse’s present group is lower than its equivalent group based on the horse’s earnings, the horse will retain its present group.
- The ruling for vacation of horses shall apply if it is favorable to the horse.
- Racehorses belonging to Maiden A, B and C, Allowance B and Allowance A can renounce to applicable Class Division. Their Class Divisions groups shall be based on their earnings.
- All new 4YO and above horses that will pass a Novato/Sweepstakes trial race will go to Maiden A. After (3) three consecutive declarations wherein Maiden A has no quorum, the horse can renounce to applicable Class Division.
- The Owner/Trainer must submit a renounciation letter to the Handicapping Section of the Commission or the Club Handicappers for proper classification of the horse.
- All maiden 3YO racehorses of 2010 that will become 4YO on January 1, 2011, has an option to run in the Maiden A 4YO and above handicapping system or they can choose to run in the equivalent Class Division groupings based on the horse’s earnings.
