PORT CLASSIFICATION FOR STANDARD OPERATIONAL REQUIREMENTS



1. AUTHORITY

1.1 Section 26 of Presidential Decree 857, as amended

1.2 Board Committee Res. No. 99-621

1.3 PPA Board Resolution No. 1768

2. SCOPE

This Order shall apply to all government ports under the PPA Port System.

3. RATIONALE

The classification of ports under the PPA port system will provide easier identification and determination of standard operational requirements to include, among others, the following: cargo handling contract terms, tariff for port services cargo handling equipment and cargo handling productivity and personnel deployment.

4. GUIDELINES

4.1 The port classification was derived using the following criteria:

Cargo Traffic — The volume of inbound and outbound cargoes passing thru a given port for the last four (4) years, (from 1995-1998).

Passenger Traffic — The number of embarking and disembarking passengers passing thru a given port for the last four (4) years.

Vessel GRT — The total tonnage of vessel in terms of Gross Registered Tonnage (GRT) calling at a given port for the last four (4) Years.

Shipcalls — The number of vessels calling at a given port for the last four (4) years.

Port Area — The size or total land area (in square meters) of the port and

Market Potential — The port's potential for economic growth and development and its strategic location.

4.2 Ports under a particular classification shall be prescribed closely similar if not uniform operational requirements such as:
4.2.1 CH contract term
4.2.2 Cargo handling and ancillary services
4.2.3 Tariff setting and adjustment
4.2.4 CH equipment requirement
4.2.5 Prescription of government share
4.2.6 CH productivity

5. LIST OF CLASSIFIED PORTS

Ports under the PPA Port System are classified as follows:

6. PERIODIC REVIEW

The classification of ports may be subject to periodic review.

7. EFFECTIVITY

This Order shall take effect immediately.
