[ PRC RESOLUTION NO. 99-624, August 11, 1999 ]

REPEALING SECTION 18, ARTICLE IV AND SECTION 19 OF ARTICLE V OF PRC RESOLUTION NO. 507, S. 1997 (RE: “REVISED STANDARDIZED GUIDELINES AND PROCEDURES FOR THE IMPLEMENTATION OF THE CONTINUING PROFESSIONAL EDUCATION [CPE] PROGRAMS FOR ALL PROFESSIONS”)



WHEREAS, the requirement of Continuing Professional Education (CPE) credit units earned as a prerequisite for the renewal of licenses of all professionals has been opposed and continues to be the subject of opposition from various sectors of the professions which claim that the provisions which require that those who have not renewed their licenses for a period of five (5) or more years for failure to comply with CPE requirements shall be dropped from the roster of professionals is a very cruel punishment which should be reserved for grievous and deplorable acts.

WHEREAS, while conceding that CPE is good and should be pursued as a program, these sectors point out, however, that CPE credit units earned should not be made a requirement for the renewal of license.

WHEREAS, the following associations/organizations of professionals, namely: the Philippine Institute of Civil Engineers, the United Architects of the Philippines, the Philippine Association of Radiologic Technologists, the Integrated Midwives Association of the Philippines, among others, have strongly advocated for the repeal of Section 18, Article IV and Section 19 of Article V of PRC Resolution No. 507, S. 1997 (Re: Revised Standardized Guidelines and Procedures for the implementation of the Continuing Professional Education [CPE] Programs For All Professions) promulgated and issued by the Commission pursuant to Executive Order No. 266, s. 1995, which requires that those who have not complied with CPE requirements shall not be allowed to renew their licenses and those who have not renewed their licenses for five (5) or more years shall be dropped from the roster of professionals.

WHEREFORE, the Commission hereby resolves to repeal Section 18 of Article IV and Section 19 of Article V of PRC Resolution No. 507, S. 1997.

This Resolution shall take effect after thirty (30) days following its publication in the Official Gazette or in a newspaper of general circulation, whichever is earlier.
