[ LTO MEMORANDUM CIRCULAR NO. 583-2005, March 10, 2005 ]

MANDATORY EMISSION TEST



In view of the availability of stationary and mobile Private Emission Testing Centers (PETCs) in almost all LTO offices and extension offices, all types of motor vehicles, private or for-hire, are hereby required to submit for mandatory emission test prior to renewal registration. Execution of an Oath of Undertaking for for-hire motor vehicles including motorcycles and tricycles will no longer be accepted in LTO field offices with authorized PETCs.

Where the Undertaking is accepted for registration purposes, the head of agency thereat shall see to the strict compliance of the 90-day period. Failure of the MV owner to make good his undertaking, his unit shall be placed on alarm.

Concerned employees and/or officials found to be violating this circular will be dealt with administratively.

All orders/memoranda in conflict herewith are deemed superseded and/or amended.

Massive information on the amendment is requested from all LTO officials/personnel.
