CLARIFICATION ON THE REQUIREMENTS IN THE IMPLEMENTATION OF MC 575-2005



Reports reached this Office that there are problems encountered in the district offices in the implementation of numbers 4 and 6 requirements in the initial registration of brand new motor vehicles valid for three (3) years.

The requirement Number 4 which is the Certification of Quality Control by the manufacturers, assemblers and importers that subject motor vehicle passed the smoke emission and roadworthiness test should be required per vehicle. This is the LTO's requirement in lieu of the LTO yearly motor vehicle inspection for three (3) years, hence should be presented in the initial registration of each motor vehicle covered by MC 575-2005.

The requirement Number 6 which is the Certificate of Conformity (COC), is being issued by DENR for each model of motor vehicle. Since submission of COC should be for each model and not for each vehicle, the said requirement shall be made part of the Manufacturers. Assemblers, Importers, Dealers Reporting System (MAIDRS) and not of the Motor Vehicles Registration System (MVRS). The COC shall be submitted by the manufacturers, assemblers and importers together with the stock reports and shall be a prerequisite to the issuance of the Certificate of Stocks Reported (CSR). Since COCs shall be submitted to the CO-Registration Section or to the Regional Offices processing the CSR, there is no need for the district offices to require presentation of such during the registration process in the district offices.
