CREATION OF THE INTER-AGENCY TECHNICAL COMMITTEE FOR THE UPDATING OF THE PHILIPPINE ENERGY PLAN FOR 1993-2002
In pursuit of Section 5.b of R.A. 7638 which requires the Department of Energy to submit to Congress an updated Philippine Energy Plan within nine (9) months from the effectivity of the Act, the Inter-Agency Technical Committee for the updating of the Philippine Energy Plan is hereby constituted.
The Technical Committee is tasked to ensure that the specific plans and programs of the various agencies/sub-sectors are synchronized, particularly in terms of timing, physical targets and investments and to consolidate tem into an integrated energy sector plan. The Plan should aim to achieve the goals and implement the policy strategies identified in the Energy Sector Action Plan and the DOE Law, and should likewise be consistent with the Medium-Term Philippine Development Plan and Public Investment Program.
The Technical Committee shall be chaired by the head of the Planning Unit of the Department of Energy and shall have as permanent members the heads of planning units of the attached agencies of the Department, namely, PNOC, NPC and NEA.
Representatives from ERB, NEDA, DENR, DOF-GCMCC, DOST-PCIERD and the House and Senate Energy Committees, as well as energy producers and consumers organizations shall also be invited to sit with the Technical Committee as the need arises.
The tentative schedule of activities for the updating of the Plan* is annexed to this Order as reference.
This memorandum order shall take effect immediately.
