ACCREDITATION OF FOREIGN RENDERING PLANTS EXPORTING PROCESSED ANIMAL PROTEINS TO THE PHILIPPINES



WHEREAS, recent outbreaks of highly communicable diseases such as Avian influenza or "Bird Flu" that spread across countries in Asia and North America over a short period of time have claimed a number of human lives and poultry populations;

WHEREAS, Bovine Spongiform Encephalopathy or "Mad Cow Disease" has spread across continents from Europe to Asia and North America and has remained a major-international quarantine importance and public safety concern because of violations of Good Agricultural Practice (GAP), e.g., milling infected bone and offal into feeds, thus, its possible transmission to human beings due to entry of contaminated meat and bone meal;

WHEREAS, the outbreak of Foot and Mouth Disease (FMD) type Asia 1 was reported in New Territories in Hongkong and two outbreaks of FMD type Asia 1 in Jiangsu and Shandong Provinces of the People's Republic of China;

WHEREAS, there have been outbreaks of diseases and identification of emerging diseases in swine in countries across Asia which are major international quarantine concerns;

WHEREAS, processed animal proteins such as pork/porcine meal, poultry meal, feather meal, blood meal, blood plasma, hemoglobin meal and other animal by-products could be possible carriers or sources of microorganisms that could cause diseases in livestock and poultry thereby endangering our livestock and poultry populations;

WHEREAS, it is the responsibility of the government to protect its borders and territories from the entry of animal diseases that may be introduced through the importation of disease-carrying, contaminated, adulterated and/or improperly processed animal protein products which could bring potentially serious economic consequences to the livestock, poultry and related industries;

WHEREAS, in order to effectively address the above, it is the responsibility of the government to issue comprehensive, strengthened and transparent set of rules and regulations governing the importation of processed animal proteins to facilitate trade without compromising the safety and quality of animal feed products;

WHEREAS, the World Trade Organization (WTO) Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures reaffirms the right of a country to institute appropriate measures as it deems necessary to protect human and animal health and life, provided they are not undertaken to restrict trade;

NOW, THEREFORE, I, ARTHUR C. YAP, Secretary of the Department of Agriculture, in accordance with the powers vested in me, do hereby issue this Administrative Order requiring the mandatory accreditation of foreign rendering plants exporting processed animal proteins such as meat and bone meal, pork/porcine meal, poultry meal, hydrolyzed feather meal, blood meal, blood plasma, hemoglobin meal and other meal animal by-products to the Philippines to protect human and animal health and life.

This Order shall take effect immediately upon approval and shall supersede all other orders inconsistent herewith.
