CUSTOMS DOCUMENTS TO BE ATTACHED TO OUTBOUND INTERNATIONAL MAILS AND PARCELS REQUEST BY JAPAN



The postal administration of Japan, in its letter dated 18 January 1993, has advised that postal items received from the Philippines, including ordinary mails, parcels, and EMS mails, always arrived in Japan without the attached customs declaration (C 2/CP 3) or customs label.  This is in accordance with Article 121 (Dispatch of documents accompanying parcels) of the Detailed Regulations of the Washington Congress, Parcel Post Agreement.  It was also observed that the description on the form is inconsistent with the contents and does not conform with Article 106, paragraph 5 (Formalities to be complied with by the sender.  Paragraph 5 - The contents of the parcel shall be shown in detail on the customs declaration; indications of a general kind shall not be admitted) of the same regulations.  The Japanese customs warns that delays and complications in the handling of these items will invariably occur, if requirements are not properly complied with.

Postal officials and employees concerned are requested to see to it that customs documents (C1 for small packets and C2/CP3 for parcels) are properly attached to all outbound international postal items to facilitate customs handling at destination administrations.

Regional Directors, Asst. Regional Directors, Chief Postal Service Officers, Postmasters, Supervisory Officials, Counter Clerks and employees concerned are hereby enjoined to bring this to the attention of the mailing public.
