[ CSC MEMORANDUM CIRCULAR NO. 13 s. 1993, March 30, 1993 ]

AUTHORIZING THE FILLING UP OF VACANT POSITIONS WITHOUT PRIOR APPROVAL OR AUTHORIZATION FROM THE COMMISSION DURING STATE OF CALAMITY/EMERGENCY



Pursuant to CSC Resolution No. 93-1185 dated March 25, 1993, the Commission hereby adopts the policy that:

Appointments issued in connection with the state of calamity/emergency as declared by the President of the Philippines do not require prior authorization from the Commission as an exemption from Republic Act No. 7430.  The approval thereof shall be understood to be: “good only during the period of emergency but not exceeding three (3) months.”  Any renewal of said appointments shall already be subject to prior authorization of the Commission pursuant to RA 7430.

This Memorandum Circular shall take effect immediately.
