AMENDING DEPARTMENT ORDER NO. 93-04-012 CONSTITUTING A MULTI-AGENCY COMMITTEE TO STUDY THE NUCLEAR AND NON-NUCLEAR OPTIONS AFFECTING THE BATAAN NUCLEAR POWER PLANT



WHEREAS, President Fidel V. Ramos, during the Cabinet meeting held on May 26, 1993 at the Kalayaan Hall, Villamor Air Base, directed the Department of Energy to consider only a non-nuclear option for the Bataan Nuclear Power Plant (BNPP);

WHEREAS, as a result of the foregoing directive of the President, the terms of reference of TEAM A (NUCLEAR OPTION) of the Task Force BNPP Options (“Team A”) have become moot and academic;

WHEREAS, Team A has, for the past two months, seriously looked into, gathered, ascertained, and evaluated facts and issues relative to nuclear options available with respect to the operation of the BNPP;

WHEREAS, the research output and expertise of Team A should be preserved and taken advantage of;

NOW, THEREFORE, Department Order No. 93-04-012, issued last April 2, 1993, is hereby amended to change the terms of reference of Team A as follows:

Team A shall:

1.      Identify critical technical, economic, legal, and political issues that must be further studied or should be considered before adopting a nuclear power option for the Philippines;

2.      Identify the main and support activities that must be undertaken (including their optimum scheduling) in connection with the foregoing paragraph;

3.      Identify the entities (public and/or private) that should be involved in the formulation of a nuclear power program for the Philippines;

4.      Perform such other functions necessary and incidental to the discharge of its responsibilities.

Team A shall submit its final report and recommendation to the undersigned on or before July 1, 1993.
