CONSTITUTING A ONE-STOP ACTION CENTER FOR PRIVATE POWER AND ENERGY DEVELOPMENT PROJECTS



SECTION 1. Creation of the OSAC-PPED — A One-Stop Action Center is hereby constituted to facilitate servicing of private power-related inquiries, as well as facilitate receipt and processing of applications for financial assistance, incentives, and accreditation of proposals on private power and energy development projects.
SECTION 2. Composition of the OSAC-PPED — The OSAC-PPED shall be composed of:

One NPC representative to be designated by the President of National Power Corporation (NPC);

One NEA representative to be designated by the Administrator of the National Electrification Administration (NEA); and

Two DOE representatives — to be designated by the Director for Energy Resource Development Bureau of the Department of Energy (DOE) and by the DOE Director for Energy Industry Administration Bureau respectively.
Designated representatives to the OSAC- PPED shall report for duty beginning May 18, 1993 and every Tuesday and Friday thereafter between 8:00 AM to 12:00 Noon at the Third Floor, Department of Energy, Fort Bonifacio, Makati, Metro Manila.

The Director for Energy Planning and Monitoring Bureau (EPMB) shall direct the activities of the OSAC-PPED, with secretariat support to be provided by the Supply Planning and Monitoring Division of the EPMB.

SECTION 3.       Powers and Functions of the OSAC-PPED — The OSAC-PPED shall perform the following functions:
  1. Provide on-the-spot information service on power and other related matters;

  2. Refer inquiries which cannot be addressed by the OSAC-PPED to appropriate DOE units/attached agencies for immediate response;

  3. Receive applications for accreditation, financial assistance, or incentives for private power projects;

  4. Identify and notify proponents of additional/missing documents required for the processing of applications/proposals;

  5. Transmit applications/proposals received to concerned DOE units/attached agencies for appropriate action;

  6. Monitor the status of applications as well as the status of project implementation from concerned DOE units and attached agencies, and submit monthly reports in this regard to the DOE Secretary; and

  7. Perform such other functions necessary and incidental to the discharge of its responsibilities.
SECTION 4.       Support Activities — In line with the above powers and functions of the OSAC-PPED, the EPMB Director shall monitor the following support activities:
  1. Preparation by concerned DOE units or attached agencies of regularly updated comprehensive information kits containing relevant regulations, application forms and procedures, documentary requirements, sample project proposals and feasibility studies, model electricity supply contracts, standard price formula, and presentation formats, evaluation criteria, etc.;

  2. Compilation of application guidelines from other government agencies such as the DENR, NWRB, BOI, DOF, and the NEDA;

  3. Conduct of appropriate training/briefing by concerned DOE units/attached agencies for OSAC-PPED staff on the details contained in the information kits;

  4. Enhancement of information transfer to the OSAC-PPED preferably through an on-line system of communication;

  5. Detailing of official representatives from attached energy agencies to facilitate evaluation and expedite processing of private power proposals, as well as provide on-the-job training for DOE staff on, among others, mini-hydro project evaluation, power systems planning concepts, utility operations, financial and economic evaluation of energy projects; and

  6. Training of DOE Environmental Monitoring staff in the areas of environmental impact assessment, protection, and monitoring to develop DOE capability in conducting initial review of environmental aspects of energy projects.
SECTION 5.       Training — With respect to their assigned functions, NPC and NEA representatives to the OSAC-PPED shall provide on-the-job training for DOE staff and thereby develop DOE’s capability to independently perform said functions.

In addition, the Energy Resource Development Bureau shall enter into a Memorandum of Agreement with the Environmental Management Bureau of the Department of Environment and Natural Resources for the provision of practical training on environmental impact assessment for personnel of the Environmental Monitoring Division of the DOE.

SECTION 6.       Qualifications of Technical Support Staff — The OSAC-PPED shall be staffed with technical personnel having adequate exposure or training in the following areas:
  1. Power systems planning and utility operations;

  2. Power generation technologies;

  3. Geothermal field development;

  4. Mini-hydro development;

  5. Non-conventional energy technologies;

  6. Financial and economic evaluation; and/or

  7. Environmental protection.
SECTION 7.       Funds — All expenses incurred by the OSAC-PPED shall be sourced from funds available to the DOE subject to the usual accounting and auditing requirements.

SECTION 8.       Effectivity — This Order shall take effect immediately.
