AMENDED RULES ON THE ISSUANCE AND MAINTENANCE OF CONTINUOUS SYNOPSIS RECORD FOR PHILIPPINE-REGISTERED SHIPS ENGAGED IN INTERNATIONAL VOYAGES



Pursuant to the provisions of Presidential Decree No. 474, Executive Order No. 125, as amended and in conformity with Regulation XI-1/5 of the International Convention for the Safety of Life at Sea (SOLAS), 1974, as amended and the International Maritime Organization (IMO) Assembly Resolution A.959(23) adopted on 05 December 2003 concerning the Continuous Synopsis Record (CSR) onboard Philippine-Registered ships, and as part of our commitment to strengthen maritime security, and in order to provide a more effective implementation of such, the following amendments to Memorandum Circular 200 on the issuance and maintenance of CSR are hereby provided:

Section II shall read as follows:

“This Circular shall apply to all passenger and cargo ships of 500 gross tonnage and above engaged in international voyages, including domestic ships temporarily engaged in overseas trade that have been operating/registered under the Philippine flag as of July 2004 to 30 May 2007.”

Section V.6 shall be read as follows:

“In case of loss or damage to a ship’s CSR file, the Company or Master should inform the Administration in writing and under oath the document(s) lost or damaged. The Administration then shall re-issue the subject document(s) to the ship to replace such document(s) signed by the authorized officials.”

Section VI.3 shall be added as follows:

3. Re- issuance of CSR due to loss or damage

  1. Letter of Intent
  2. Duly accomplished application form
  3. Affidavit of loss
  4. Original of the information contained in the CSR to be re-issued:

    • Certificate of Philippine Registry
    • Document of Compliance
    • Safety Management Certificate
    • ISPS Certificate
    • Certificate of Deletion issued by Flag of State

Section VII shall reflect the following:
 
Initial Issuance Php 2,200.00
Amendment of CSR Php 1,200.00
Re-issuance due to loss or damage Php 2,400.00
further requests due to loss or damage Double the processing fee for last re-issuance due to loss or damage

Section VIII.4 shall be added as follows:

4. Operating without CSR onboard

Repealing Clause shall be introduced as Section IX:


“Any provisions of existing MARINA Circulars, and its amendments, or Rules and Regulations, Orders or Decisions and other issuances or parts thereof which are inconsistent with this Circular are hereby repealed, amended or modified accordingly.”
 
Effectivity Clause is then re-numbered as Section X.

This MARINA Circular shall take effect immediately upon its publication once in a newspaper of general circulation in the Philippines.
