[ MTC MEMORANDUM CIRCULAR NO. 07, S. 2011, May 02, 2011 ]
ASSESSMENT OF COMPETENCE FOR THE ISSUANCE OF CERTIFICATES UNDER CHAPTERS V AND VI OF THE STCW CONVENTION
Effective 16 May 2011, the assessment of competence for the issuance of the following Certificate of Proficiency/Documentary Evidence by the Maritime Training Council shall be delegated to the accredited MET Training Providers, pursuant to MTC Resolution No. 05, series of 2010 and Memorandum Circular No; 05, Series of 2011:
All concerned are hereby advised to proceed to the nearest accredited MET training provider for assessment. The results of such assessment shall be forwarded to the National Assessment Center (NAC) and those who meet the prescribed standards of competence shall be issued the corresponding Certificate of Proficiency.
Trainees who have an existing training certificate for the above courses may apply for assessment at the nearest accredited MET Training Provider for the issuances of their Certificates of Proficiency/Documentary Evidence by the Maritime Training Council, provided, however, that their training was completed within the last five years, as provided for under Section 8.2.4 of MTC Resolution No. 05, Series of 2010. Attached is the application form[*] to be filled up by said applicants when applying for assessment only.
Applications for assessment and issuance of Certificate of Proficiency/Documentary Evidence under Chapters V and VI of the STCW Convention being filed at the National Assessment Center shall be accepted and acted upon until 12 May 2011.
However, applications for revalidation/renewal, replacement of lost certificates or rectification on the seafarer’s name, date of birth, etc., shall remain with the National Assessment Center and shall be filed through the authorized liaison officer of the manning/shipping agency.
Attached is a list of accredited MET providers[*] whose assessment system is recognized under MTC Resolution No. 05, series of 2010.
