EXEMPTION OF COPRA FROM PAYMENT OF ADDITIONAL CARGO HANDLING PREMIUM



Copra, which is classified by the International Maritime Dangerous Goods (IMDG) Code of the International Maritime Organization (IMO) and PPA Administrative Order No. 02-89 entitled "Cargo Handling Rate for Dangerous Cargoes" as class 4.2 (spontaneously combustible) dangerous cargo, is hereby exempted from payment of additional cargo handling premium of stevedoring charges.  It is likewise exempted from additional premium on arrastre when loading/unloading is done on direct delivery operations, otherwise the additional premium is chargeable.  Hence, charges on both stevedoring and arrastre (direct delivery) services shall be applied using the regular cargo handling fees for bulk or breakbulk cargo, as the case maybe, based on metric ton.

However, copra shall remain as Class 4.2 dangerous cargo and it shall be handled, transported and stored accordingly in compliance with pertinent provisions of PPA Memorandum Circular No. 28-85 entitled "Guidelines on the Handling and Storage of Dangerous Goods" and PPA Administrative Order No. 08-07 entitled "Code of Safe Handling, Storage and Transport of Dangerous Cargoes in Ports".

This shall take effect immediately.
