[ POEA MEMORANDUM CIRCULAR NO. 021 s. 1993, June 18, 1993 ]

RATIONALIZING THE CHECK AND CONTROL OF PRE-DEPARTURE ORIENTATION SEMINAR (PDOS) CERTIFICATE OF ATTENDANCE AT INTERNATIONAL AIRPORTS

In order to rationalize the check and control of pre-departure orientation seminar (PDOS) certificates of attendance at international airports, the Labor Assistance Center (LAC), shall simply require the presentation of the document by overseas contract workers (OCWs) departing for the first time or under a new contract.

The PDOS certificate of attendance, being a personal document of the OCW, shall no longer be collected by the LAC but will be validated and returned to the worker along with the other travel documents upon inspection and validation.  The certificate shall be valid for a period of five years, provided that the OCW shall return to the same employer, country or region.  It shall be presented as proof of PDOS compliance should the same worker obtain a new contract of employment during the period of its validity.

This order shall take effect immediately.
