REITERATION OF MC 2003-004



On February 14, 2003, this Board issued Memorandum Circular 2003-005, Re: IMPLEMENTING GUIDELINES ON USEC. VALDEZ'S MEMO DATED 09 JANUARY 2003 (RE: METRO MANILA BUS ROUTE RATIONALIZATION PROGRAM), important portion of which reads as follows:

 

"1. Acceptance of Petition/Application for Sale and Transfer and Dropping and Substitution under the Bus Route Rationalization Program is temporarily being held in abeyance until such program is finished. x x x x x"

Subsequently, Memorandum Circular 2003-024, Re: CONTINUING PROHIBITION FOR THE DROPPING AND SUBSTITUTION OF UNITS OF PUB BUSES UNDER THE ROUTE RATIONALIZATION PROGRAM UNLESS THE SUBSTITUTE UNIT ARE BRAND NEW DATED SEPTEMBER 4, 2003, was issued.

Reconciling the aforesaid Memorandum Circulars, the Board only lifted the suspension under the Bus Rationalization Program of Petition for Dropping and Substitution, and not Petitions for Sale and transfer until such program is finished.

In view of the foregoing statements and considering that the Bus Rationalization Program is now in its Second Phase, this Board hereby reiterates the tenor of MC 2003-005, putting a moratorium on Application/s for Sale and Transfer of Certificates of Public Convenience in Metro Manila until lifted by the Board.

This Memorandum Circular supersedes any and all issuances inconsistent herewith, and takes effect immediately.
