LTO OFFICES WITHOUT PRIVATE EMISSION TESTING CENTER



Pursuant to LTO Memorandum Circular No. RTL-MC-02413 on mandatory emission test prior to renewal of motor vehicle registration and in view of the allocation provided to the Regional Office for the procurement of emission test equipment, the LTO district offices, which do not have private emission testing center in their area of responsibility (GAOR) should conduct an emission test using the LTO emission test machine as mandatory requirement in the renewal of motor vehicle registration.

All LTO district offices processing automated and manual transactions shall no longer be allowed temporary switching off of the PETC hard validation facility. All LTO office heads are hereby directed to monitor the conduct of emission testing using the LTO emission test machine in areas without existing PETCs and submit report to the Regional Monitoring Committee (RMC) for proper monitoring and recording of vehicle submitted for emission test.
