STRICT IMPLEMENTATION OF FSAA 57 AND 65 AND STRENGTHEN THE SECURITY PERSONNEL ONBOARD SHIP WHILE IN PORT OR ANCHORAGE



This is to advise all concerned that based on intelligence report/received by the Office of the Transport Security a group of terrorist are now training their sights on ships/vessels especially oil tankers at berth or at anchor.

This Administration is advising you to enhance your security measures and strengthen the security personnel both on gangway/pier and seaside of ship to further ensure the safety and security of our ship's crew, passengers and cargoes.

In achieving these primary objectives, it is hereby ordered for all concerned to:

    1. Develop a security plan and conduct security drill to all crew member;

    2. Strengthen the number of security personnel and maintain a 24 hours round the clock roving watch while the ship is in port or anchor;

    3. Strictly implement the ID system for all ship's crew and porters while in ports;

    4. Advise all motorbanca to keep away from the side of the ship while in port or at anchor;

    5. Inspect all water barges and tanker barges who are giving service to the ship prior to shipside to render their services;

    6. Maintain proper lighting at the side of the ship and pier;

    7. Update the contact numbers of police, coastguard, maritime and port authorities and persons of areas/routes of service ships;

    8. Report to proper authorities any suspicious movement of watercraft/banca in the vicinity;

    9. Submit to the MARINA, within 5 days from date hereof, the security measures undertaken by your region and company on a per ship basis in compliance with this advisory.
