COVERAGE OF MEMORANDUM CIRCULAR NO. 2007-01 ON THE DOUBLE HULL REQUIREMENTS FOR TANKERS CARRYING HEAVY GRADE OIL AND OTHER PERSISTENT OILS
Regulation IV. 1 of MARINA Memorandum Circular No. 2007-01 states that "Oil tankers including tankers below 600 tons deadweight shall be double hulled by April 2008. All provisions of MARPOL 73/78 under Regs. 19.3, 19.4, 19.7 and Reg. 21.4.2 shall apply."
It is hereby informed that Regulation IV. 1 of MARINA Memorandum Circular No. 2007-01 applies to al! tankers carrying heavy grade oi! and other persistent oils operating or navigating in Philippine waters regardless of their registration or nationality and shall also apply to foreign flagged tankers entering Philippine waters carrying heavy grade oil and other persistent oils.
