[ POEA MEMORANDUM CIRCULAR NO. 01, S. 2012, March 06, 2012 ]

DEPLOYMENT OF SEAFARERS



Pursuant to Memorandum Circular No. 12, Series of 2011 and in order to declog the overflow of OFWs queuing at the Labor Assistance Center (LAC) for the validation of their travel exit documents, departing seafarers which comprise the minority of worker deployment shall be exempted from LAC formalities. deploying agencies shall instead be required to report their deployment through a “drop box” data collection system.

Under the “drop box” system, manning agencies shall drop clear photo copies of the e-receipts or Overseas Employment Certificates (OEC) of their deployed seafarers at a designated drop box which will be located at the Seabased Center, Mezzanine Floor, POEA Bldg. Cut off time for “dropping” shall be not later than 10:00 A.M. immediately following the departure date of the seafarers.

For strict compliance effective 15 days after publication of this issuance on newspaper of general circulation.
