(NAR) VOL. 23 NO. 1, JANUARY - MARCH 2012

[ PHILRACOM RESOLUTION NO. 06-12, January 12, 2012 ]

PHILRACOM HANDICAPPING COMMITTEE PROPOSAL



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of racing as provided for by Presidential Decree No. 420;

WHEREAS, the Philracom has the authority to review, modify, approve or disapprove the rules and regulations issued by any person or entity concerning the conduct of horse races held by them;

WHEREAS, the Philracom, in its effort to come up with fair and exciting races, has formulated a Handicapping Committee that will evaluate, review and formulate races to attain the Commission’s objectives;

WHEREAS, the Philracom Handicapping Committee has forwarded to the Board of Commissioners’ approval the following proposal:

1. Jockeys with a suspension of lack of interest shall have their mount retain its handicap weight, if it finished from 4th  to worst place (for Class Division and Special Division Class).

2. In the 2YO and 3YO Condition races, if a jockey was suspended for lack of interest, losses will not be counted.

NOW THEREFORE, the Philracom Board of Commissioners has RESOLVED, as it does hereby RESOLVE, that the Philracom Handicapping Committee’s proposal be approved to wit:

1. Jockeys with a suspension of lack of interest shall have their mount retain its handicap weight, if it finished from 4th  to worst place (for Class Division and Special Division Class).

2. In the 2YO and 3YO Condition races, if a jockey was suspended for lack of interest, losses will not be counted.

RESOLVED FURTHER, that this resolution be published in the Official Gazette and be furnished the Racing Clubs as well as the Jockey’s Association, the Trainer’s Association and the Horseowners’ Association for their proper guidance and information.
