[ POEA GOVERNING BOARD RESOLUTION NO. 09, s. 1993, July 21, 1993 ]

PROTECTION OF HOUSEHOLD WORKERS OVERSEAS



WHEREAS, it is the policy of the Administration to afford protection to Filipino workers and their families, promote their interest and safeguard their welfare;

WHEREAS, there is an urgent need to further improve protection in the deployment of household workers overseas;

WHEREAS, certain pre-deployment processes and documentary requirements are wanting of more protective procedures, provisions and operational control to safeguard document authenticity;

WHEREAS, an alarming number of recruitment agencies deploying household workers are remiss in assuming responsibility over the integrity of their employers and ensuring the welfare of their deployed household workers;

WHEREAS, many household workers were ascertained to have been deployed without the appropriate skills and adequate orientation required to enable them to cope with their peculiar employment;

WHEREAS, on-site assistance to household workers is wanting in effective welfare programs and services, including proper employer education:

WHEREAS, such on-site assistance needs closer coordination by the Philippine overseas labor officials with home office particularly on worker arrival and monitoring;

NOW, THEREFORE, the POEA Governing Board, in a meeting duly convened, hereby resolves to address the need to improved the protection of household workers overseas, in coordination and cooperation with appropriate DOLE entities/agencies through the following:
  1. Integration of all operations relative to the deployment of household workers through a separate body/office in POEA;

  2. Development and implementation of a variable pre-qualification scheme for recruitment agencies to deploy household workers;

  3. Implementation of a system of training, orientation and skills proficiency certification of household workers prior to actual deployment;

  4. Establishment of an effective and coordinated on-site welfare assistance and monitoring system for household workers.
