[ DOE DEPARTMENT ORDER NO. 93-08-28, August 30, 1993 ]

ESTABLISHING COMMITTEE TO IMPLEMENT POWER CONSERVATION AND DEMAND MANAGEMENT PROGRAM



WHEREAS, it is the policy of the State to promote the judicious conservation, renewal and efficient utilization of energy resources;

WHEREAS, under Section 12 (b) (10) of Republic Act No. 7638 the Energy Utilization Management Bureau of the Department of Energy is mandated to develop and implement a continuing energy conseration program designed to optimize energy utilization, including a nationwide information campaign on energy conservation;

WHEREAS, Section 5 (e) of Republic Act No. 7638 requires the Department of Energy to endeavor to provide an environment conducive to free and active private sector participation in all energy activities, which include activities and projects relative to the utilization and conservation of all forms of energy products and resources;

ACCORDINGLY, to implement the Power Conservation and Demand Management Program, a committee is hereby established with the Chairman of the Council of Advisers on Energy Affairs as its Chairman and at least one representative from the following agencies as members:
  1. Department of Energy;

  2. National Power Corporation;

  3. Philippine National Oil Corporation.
To effectively reach the target sectors (i.e., residential, commercial, and industrial) the Chairman may invite representatives from the Department of Education, Culture, and Sports, Department of Trade and Industry, Department of Local Government and Interior, Metro Manila Authority, and National Electrification Administration, and also from the private sector to serve as members of the Committee for such period as he may deem appropriate.  Such private sector representatives may include representatives from the Manila Electric Company, non-governmental organizations, and broadcast/print media.

The Committee shall:

a.         undertake information dissemination campaigns to create greater awareness of power conservation measures;

b.         promote an environment that will be conducive to free and active private sector participation and initiatives in power conservation activities, particularly in efficient power generation, utilization, and demand management;

c.         encourage the use of generator sets at specific periods and in particular situations and the application of other innovative efficient power utilization schemes;

d.         provide research, monitoring, and feedback with  respect to power consumption in both the public and private sectors for purposes of issuing, from time to time, guidelines to achieve energy savings;

e.         mobilize funds for the execution of the Committee's objectives; and

f.          performs such other tasks that may be necessary and incidental to the implementation of this Department Order.

The DOE Undersecretary for Power is hereby designated Vice-Chairman of the Committee who shall have the authority to sign all contracts between DOE and other parties pertaining to disbursement of DOE funds for the implementation of the activities, subject to all accounting and auditing rules and regulations.

For such other funds that will be raised by the Committee, its Chairman shall be authorized to sign contracts in behalf of the Committee.

The DOE coordinators designated under Department Order No. 93-08-26 dated 19 August 1993, shall closely monitor and provide feedback on the activities and components of the Power Conservation and Demand Management Program.
