PILOT TEST OF THE INTEGRATION OF ORGANIZED GROUPS IN THE INFORMAL SECTOR TO THE NATIONAL HEALTH INSURANCE PROGRAM



Pursuant to PhilHealth Board Resolution No. 569, s. 2003 approving the Preliminary Guidelines on the Expansion of PhilHealth Partnership with Organized Groups in the Informal Sector, all concerned are hereby informed that the pilot testing of the partnership shall commence immediately in the Provinces of Cavite and Southern Leyte. The Pilot Test shall be directly handled by PRO VIII for Southern Leyte and PRO IV-A for the Province of Cavite. However, policy guidance and appropriate technical assistance will be provided by PhilHealth Central Office through the Steering Committee on the Integration of Informal Sector Groups and PhilHealth.

Please be informed further that the pilot test shall be limited to organized groups such as Cooperatives operating at the designated areas and shall be subjected to the accreditation criteria set by the Corporation.

The partnership of PhilHealth and Organized Groups is aimed at looking into the feasibility and viability of the strategy of partnership of PhilHealth and Organized Groups in providing social protection, and ultimately, in increasing and sustaining membership in the National Health Insurance Program as well as offer incentives to partner organizations in assisting the Corporation on its marketing, collection and monitoring efforts.

The partnership shall be guided by the provisions of the Approved Preliminary Guidelines and respective Memorandum of Agreement (MOA) between or among the following, as applicable: PhilHealth, concerned organized groups, Local Government Unit(s) and Accredited Health Care Providers.

The pilot test shall be for the period of six (6) months and may be extended by the Corporation, if deemed necessary.
