[ PNP MEMORANDUM CIRCULAR NO. 2006-010, June 15, 2006 ]

ASSIGNMENT WITH PNP TRAINING SERVICE AND OTHER SIMILAR INSTITUTIONS OF PNP PERSONNEL RETURNING FROM THE UNITED NATIONS MISSIONS AND THOSE WHO HAVE UNDERGONE MORE THAN ONE (1) MONTH OF FOREIGN SCHOOLING



WHEREAS, PNP personnel who worked with the United Nations Missions acquired wide experiences on policing and other best police practices through interaction with other police officers from other States;

WHEREAS, these PNP personnel are among the best and well motivated to impart their knowledge, experience, skills and best police practices to other police officers undergoing various mandatory and specialized training at the PPSC, NPC, PNTI, ITG Detective Schools, SAF Schools, DHRDD-PNPTS and the like;

WHEREAS, these PNP personnel through interaction with other police officers from other States and application of UN police systems acquire wide experiences on policing and other best police practices.

NOW, THEREFORE, in order to maximize the transfer of these best policing practices from these personnel, the following guidelines are hereby issued:

1) That PNP personnel returning from different United Nations Missions shall be required to render service at the PNP Training Service, PNP Intelligence Training Group, PNP Criminal Investigation Detective School, PNP Special Action Force School, or at the Philippine Public Safety College Systems that include among others the Philippine National Police Academy, National Police College, Police National Training Institute and the like for a period of one (1) year upon arrival from the United Nations missions;

2) That one (1) year assignment detail with the training school shall not include training and leave availed of by concerned PNP personnel during said period;

3) That PNP personnel who have undergone more than thirty (30} days of training abroad will also be assigned with the PNPTS and other similar institutions, and their assignment/disposition shall be determined by the Director of DHRDD; and

4) That those PNP personnel who were previously assigned for a period of two (2) years and above with any of the police training institutions shall not be compulsorily required to render service as required in the preceding paragraph but shall be given priority in the selection of personnel for deployment once they comply with the requirements for the UN Mission.
