SUSPENSION/BLACKLISTING OF R.S. LIGON ENTERPRISES



In view of the rescission of the contracts of R.S. LIGON ENTERPRISES for the rehabilitation of Bontoc-Baguio Road (Asphalting), Km. 340+600 to Km. 392+300, with exception, and rehabilitation of Bontoc-Baguio Road, (Widening), Km. 340+600 to Km. 392+300, with exception, due to intolerable negative slippage/abandonment, the said R.S. Ligon Enterprises/Romeo S. Ligon, is hereby suspended/blacklisted in the DPWH and its line agencies from participating in any bidding or entering into any contract for a period of two (2) years effective this date.

Since R.S. Ligon Enterprises/Romeo S. Ligon is liable to the Government for the following:

1.         The total daily penalty up to and including the day immediately before the date of the Government effectively took over the Works;

2.         The excess cost incurred by the Government in the completion of the contract either by administration or re-letting the same over the contract price.

pursuant to Clause 100 of the DPWH Standard Specifications 1988, which liabilities can be determined only after completion of the projects and the expiration of their maintenance periods, all concerned are hereby strictly enjoined not to release/pay any sum of money to R.S. Ligon Enterprises/Romeo S. Ligon without prior clearance from the Secretary.
