PROVIDING FOR THE ADOPTION OF THE NATIONAL HOUSEHOLD TARGETING SYSTEM FOR POVERTY REDUCTION AS THE MECHANISM FOR IDENTIFYING POOR HOUSEHOLDS WHO SHALL BE RECIPIENTS OF SOCIAL PROTECTION PROGRAMS NATIONWIDE



WHEREAS, Presidential Administrative Order Nos. 232 and 232-A were issued in July 2008 to strengthen the clustering of the social welfare reforms into a National Social Welfare Program to address the impact of the adverse global environment:

WHEREAS, the National Social Welfare Cluster saw the urgent need for the consolidation of government efforts into appropriately scaled big projects to have impact and to prevent further leakages in the service availment of the non-poor;

WHEREAS, the Department of Social Welfare and Development (DSWD) as coordinator of the National Social Welfare Program conceptualized the National Household Targeting System for Poverty Reduction (NHTS-PR) to establish a system of identifying who and where the poor households are;

WHEREAS, the first recommendation of the Strategic Conference on Social Protection is the adoption of a targeting system for prioritizing the government’s social protection program and projects;

NOW, THEREFORE, I GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1. All national government agencies (NGAs) are directed to adopt the NHTS-PR as a mechanism in identifying who and where the poor households who shall be recipients of social protection programs nationwide are.

SECTION 2. The DSWD shall maintain the system and serve as the repository of the data on poor households and shall update the data every four(4) years.

SECTION 3. All NGAs shall use the data generated by the system in prioritizing beneficiaries of government’s social protection programs and projects.

SECTION 4. The DSWD, in coordination with the Social Security System (SSS), the National Economic and Development Authority (NEDA), the National Statistics Office (NSO) as well as all other agencies involved in the Unified Multi-Purpose Identification (UMID) System project, shall work for the adoption of the UMID, upon its operationalization, as the main ID system of the NHTS-PR in order to further strengthen the monitoring of beneficiaries of social welfare and protection programs of the national government.

SECTION 5. Any executive issuance, order or provision inconsistent with the provisions of this Executive Order is deemed modified or repealed.

SECTION 6. This Order shall take effect immediately.
