[ PHILRACOM RESOLUTION NO. 08-10, May 05, 2010 ]
RULES/PENALTIES ON “BLEEDER” HORSES OR THOSE SUFFERING FROM EPISTAXIS
WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;
WHEREAS, pursuant to the said mandate, the Philracom finds it necessary to promulgate rules/penalties concerning “bleeders” or “epistaxis” suffered by horses on different given situations;
WHEREAS, the following rules, as recommended by the Regulation and Licensing Division of the Philracom, are proposed:
- If a horse wins but it suffered epistaxis, it will be given an indefinite suspension with one (1) barrier trial. The said incident shall be considered and counted as one (1) occurrence for purposes of imposing the penalty therefore.
- If a horse suffered epistaxis during the official barrier trial race, it shall be considered as one (1) occurrence and will be penalized accordingly.
NOW THEREFORE, the Philracom Board resolves, as it has hereby resolved, that the following proposed rules/penalties on “bleeder” horses or those suffering from epistaxis on different given situations as proposed by the Regulations and Licensing Division of the Philracom be approved and adopted as follows:
- If a horse wins but it suffered epistaxis, it will be given an indefinite suspension with one (1) barrier trial. The said incident shall be considered and counted as one (1) occurrence for purposes of imposing the penalty therefore.
- If a horse suffered epistaxis during the official barrier trial race, it shall be considered as one (1) occurrence and will be penalized accordingly.
- The number of occurrence shall revert back to zero only if the horse will not suffer from epistaxis for a period of one (1) year.
RESOLVED FINALLY, that this Resolution be published in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned. After which, this resolution shall take effect immediately.
