[ PHILRACOM RESOLUTION NO. 09-10, May 05, 2010 ]

RULES ON CHANGE OF JOCKEY DUE TO LOSS OF CONFIDENCE



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, pursuant to the said mandate, the Philracom, as recommended by its Regulation and Licensing Division, has considered the following proposed rules on “Change of jockey due to loss of confidence” for approval, to wit:

1. A letter or written note signed by either the horseowner, horsetrainer or representative with special power of attorney shall be presented to the Board of Stewards if the reason for change of jockey is loss of confidence.
2. The jockey involved will not be allowed to ride for three (3) months on all horses registered to the particular horseowner.
3. A clearance from the Commission shall be required before the jockey can commence riding on the particular horseowner again.

NOW THEREFORE, the Philracom Board resolves, as it has hereby resolved, that the following proposed rules on “Change of jockey due to loss of confidence” be approved as follows:

1. A letter or written note signed by either the horseowner, horsetrainer or representative with special power of attorney shall be presented to the Board of Stewards if the reason for change of jockey is loss of confidence.
2. The jockey involved will not be allowed to ride for three (3) months on all horses registered to the particular horseowner.
3. A clearance from the Commission shall be required before the jockey can commence riding on the particular horseowner again.

RESOLVED FINALLY, that this Resolution be published in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned. After which, this resolution shall take effect immediately.
