[ PHILRACOM RESOLUTION NO. 11-10, May 05, 2010 ]

INDEFINITE SUSPENSION FOR “SCRATCHED” HORSES



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, in view of the said mandate, the Philracom, after taking cognizance of the proposals made by its Regulation and Licensing Division, has considered the following recommendation relative to “Suspension of Scratched Horses in Stakes Races”, to wit:

“Horses scratched from stakes races shall be given indefinite suspension similar as in regular races with or without a veterinary certificate presented to the Board of Stewards.”

WHEREAS, the members of the Board, are unanimous in its resolve to give suspension to scratched horses in stakes races without distinction from the horses declared in regular races;

NOW THEREFORE, the Philracom Board resolves, as it has hereby resolved, that “Horses scratched from stakes races shall be given indefinite suspension similar as in regular races with or without a veterinary certificate presented to the Board of Stewards.”

RESOLVED FINALLY, that this Resolution be published in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned. After which, this resolution shall take effect immediately.
