[ PHILRACOM RESOLUTION NO. 17-10, S. OF 2010, June 02, 2010 ]

AMENDMENT TO PR 64 (ON VICIOUS HORSES) OF THE RULES AND REGULATIONS OF HORSERACING



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, the Regulations and Licensing Division (RLD) of the Philracom has noticed that additional entries are included or permitted to be included just before the start of the vicious trial races;

WHEREAS, in order to be fair to all entries, the handicapping unit of the Philracom required the Club Handicappers that horses to be included in the vicious barrier trial race should be declared early for the drawing of lots so as to avoid undue advantage;

WHEREAS, the present provision states that:

A. VICIOUS HORSES

1. Refused to be saddled;
2. Refused to leave the starting gate within 2 seconds;
3. Refused to be loaded within three (3) minutes;
4. Hostile inside the gate;
5. Uncontrollable;
6. Savage and poses danger;
7. The stewards will order such test;
8. First jump out not permitted within ten (10) days of suspension, no veterinary certificate is required.

WHEREAS, it is proposed by the RLD that the following be added to the present provision, to wit:

A. VICIOUS HORSES - all horses under this category shall be declared during the regular schedule of declaration and drawing of lots. The club handicapper shall permit the addition of entry/ies before the start of the Vicious Barrier trial, however, a late entry fee of at least One Thousand (Php 1,000) shall be imposed on the trainer of the concerned horse.

NOW THEREFORE, the Philracom Board resolves, as it has hereby resolved, that PR 64 (on Vicious Horses) of the Rules and Regulations be amended to include the following:

A. VICIOUS HORSES - all horses under this category shall be declared during the regular schedule of declaration and drawing of lots. The club handicapper shall permit the addition of entry/ies before the start of the Vicious Barrier trial, however, a late entry fee of at least One Thousand (Php 1,000) shall be imposed on the trainer of the concerned horse.

RESOLVED FINALLY, that this Resolution shall take effect on 29 June 2010 following its publication in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned.
