[ PHILRACOM RESOLUTION NO. 18-10, S. OF 2010, June 02, 2010 ]

GUIDELINES FOR THE USE OF HORSE PASSPORT



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, the Regulations and Licensing Division (RLD) of the Philracom has forwarded to the Board of Commissioners a list of guidelines for the use of horse passport, as follows:

1. All horses except holders of Temporary racing Permit (TRP) and “Novatos” shall use the horse’s passport to record Equine Infectious Anemia test result (Coggins) and vaccination against Equine Influenza.

2. The vaccination shall be considered valid only after all the details were clearly entered in the passport (date, place of vaccination, vaccine batch no. and expiration date, Veterinarian’s name and signature). Only accredited Veterinarian can record the inoculation in the passport.

3. In the case of Equine infectious Anemia test results, the details such as date, result, official laboratory where the test was done and accredited Veterinarian who took the markings and collected the blood should be clearly indicated in the passport to be considered valid.

4. To report and update the vaccination, the passport can be presented to any of the following:

a. PHILRACOM Central Office.

b. Equine Laboratory and Diagnostic Center (ELDC) Monday to Friday, 8-5 pm.

c. Field Inspection Division Office at San Lazaro Leisure Park or Sta. Ana / Saddle and Clubs Leisure Park during scheduled races.

5. To report and update test results of Equine Infectious Anemia (Coggins), the following are required:

a. If the collection of blood and testing was facilitated by ELDC, the horse’s passport is the only requirement.

b. If the collection of blood was done by an accredited Veterinarian and testing was processed at ELDC the passport should be accompanied by the horse’s markings.

c. If the collection of blood was done by an accredited Veterinarian and was processed at the Bureau of Animal Industry’s Philippine Animal Health Center, the passport should be accompanied by the horse’s markings and original certificate of results. All the details in the passport should be filled-up by the accredited Veterinarian.

d. To report and update the results, the horse owner / horse trainer can bring the documents to the three (3) places mentioned in number 4.

6. The client will be ask to sign log book to record the transaction.

7. All transactions with ELDC and FID will be sent to the Regulations and Licensing Division either through text or e-mail for recording. The attachments of the passport will be sent through the service vehicle of the FID.

8. The accredited Veterinarian will be required to submit a monthly report of all horses he vaccinated and EIA test he facilitated for counter checking.

NOW THEREFORE, the Philracom Board resolved, as it hereby resolves, to approve the following guidelines for the use of the horse passport enumerated hereunder as follows:

RESOLVED FINALLY, that this Resolution be published in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned.
