(NAR) VOL. 21 NO.2 APRIL - JUNE 2010

[ PHILRACOM RESOLUTION NO. 20-10, S. OF 2010, June 02, 2010 ]

CLUB VETERINARIAN



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of Horseracing including the framing and scheduling of races, the construction and safety of Horseracing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, the Rules and Regulations on Horseracing provides that there shall be at least one (1) PHILRACOM Veterinarian who must be present during the race day;

WHEREAS, the Rules and Regulations on Horseracing likewise provide that there must be a Club Veterinarian who must be present during the race day.

WHEREAS, there are incidents that require the attention, decision, and/or approval of the Club Veterinarian and PHILRACOM Veterinarian;

WHEREAS, in order not to breed conflict of decisions or findings of the PHILRACOM Veterinarian and Club Veterinarian, the PHILRACOM feels that there must be devolution of functions to the Club Veterinarian;

WHEREAS, the PHILRACOM Board has thought of empowering the Club Veterinarian so as to give the latter full authority to perform their functions provided under PR 155 of the Rules and Regulations on Horseracing subject to confirmation of the PHILRACOM Veterinarian in some instances.

NOW, THEREFORE, resolved as it is hereby resolved by the PHILRACOM Board that the Club Veterinarian be empowered so as to give the latter full authority to perform their functions under PR 155 of the Rules and Regulations on Horseracing subject to confirmation by the PHILRACOM Veterinarian in some instances.
