[ PRC BOARD OF DENTISTRY RESOLUTION NO. 03, S. 2009, January 14, 2009 ]

GUIDELINES FOR THE IMPLEMENTATION OF THE ONE-YEAR REFRESHER COURSE FOR EXAMINEES WHO FAILED THREE TIMES IN THE BOARD LICENSURE EXAMINATIONS FOR DENTISTS, DENTAL HYGIENISTS AND DENTAL TECHNOLOGISTS AS A REQUIREMENT FOR TAKING SUBSEQUENT EXAMINATIONS



WHEREAS, Sec. 14, Art. III of Republic Act No. 9484, known as “The Philippine Dental Act of 2007,” and Sec. 14, Rule III of Board Res. No. 12, Series of 2007, the “RR of R.A. No. 9484”, provide, to wit: “he/she has completed the refresher course required after failing three consecutive licensure examinations” ( a) 4, b) 5, c) 5 Qualifications for Admission to the Licensure Examination);

WHEREAS, provisions of a), b) and ( c) under Sec. 14, Rule III of supra Resolution read as follows: “A refresher course shall be taken in a PRC accredited dental school and the announcement thereon shall be posted in the PRC Application Division: and a certificate thereon shall be submitted with his/her application”; and

WHEREAS, after a series of consultations with the Philippine Association of Deans and Dental Colleges (PADC) and the Commission on Higher Education (CHED), the Board deemed it necessary to adopt guidelines for the implementation of the refresher course;

NOW, THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to require examinees who failed three (3) times in the board licensure examinations for dentists, dental hygienists or dental technologists to take a refresher course in accordance with the following guidelines:

1. Examinees who failed in three (3) complete consecutive Board licensure examinations for dentists shall be required to enroll in the refresher course for a minimum of one (1) year covering all the subjects in the Theoretical and Practical Phase in a CHED recognized and accredited dental schools/colleges/universities offering the course of dentistry. One-complete failure shall refer to or cover the entire examinations (Theoretical and Practical Phases).

2. Examinees who failed in three (3) consecutive board licensure examinations for dental hygienists or dental technologists shall be required to enroll in a refresher course for a minimum of one (1) year covering all the subjects in a CHED/TESDA recognized and accredited dental school, college or university of dental hygiene and/or dental technology.

3. The examinees shall submit their reports of ratings therein in Guidelines No. 1 for the guidance of the registrar in determining the subject(s) indicated for retake, and they shall be enrolled in accordance therewith.

4. The registrar of a duly recognized and accredited dental schools or colleges where there are refresher course-enrollees shall submit to the deans of said schools the lists of enrollees taking a refresher course indicating therein the subjects they are enrolled in.

5. The refresher course-enrollee shall be exempted from laboratory work/study in the basic subject/s if such work or study is a component of the subject they are enrolled in; Provided, however, that subject/s: Prosthetic Dentistry, Restorative Dentistry and Dental Radiology with laboratory components that are given in the performance examination shall be taken compulsorily.

6. The deans of recognized school of dentistry where the concerned examinees are enrolled shall, after the refresher course enrollees shall have completed the minimum one school year refresher course, issue a certification that, on the basis of the performance and reports of attendance submitted by professor/s of the subjects where said refresher course enrollees are enrolled, the refresher course enrollees have satisfactorily completed the prescribed minimum one school year refresher course. The dean’s certification bearing the seal of his office affixed shall be the basis of the Board in allowing them to retake the respective Board licensure examinations.

7. The dean shall not include in the certification the name(s) of a refresher course enrollee as shown by the professor’s report of attendance that the refresher course enrollee has incurred shall not exceed 20% absences. The required total number of hours of attendance in the subject or subjects where the refresher enrollee has attended shall be above the required 80%.

FURTHER, RESOLVED, that copies of this resolution be given to all concerned schools, colleges, and universities offering the course in dentistry, dental hygiene, or dental technology for compliance therewith and for dissemination to their graduates.

This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette, or in a newspaper of general circulation in the Philippines.
